These images are from Ahndraya Parlato's book, East of the Sun, West of the Moon. It looks like Parlato uses a slow shutter speed in order to create motion blurs and to make lighting appear soft. I think Parlato uses a closed aperture to have a greater depth of field.
Parlato is interested in extremes of light and dark and also extremes of color. She also is interested in entropy and indicators of time. This is why she likes to include motion blurs in her photography capture the chaos of a moment.
I really like Parlato's photos, especially the unique way she uses motion blur. The isolated motion blur, as opposed to the whole image being blurry, is something I haven't seen a lot of. When I've attempted to take photos with motion blur, it usually looks like a mistake. When Parlato uses motion blur it looks deliberate.
